1. Iran–U.S. tensions: Tehran sees an MoU as the best route out of war
Iranian President Masoud Pezeshkian has argued that a memorandum of understanding with the United States offers the most practical route out of the conflict, while acknowledging the heavy economic and social costs imposed on Iranians by the “stalled war”. The proposed understanding, signed in mid-June, envisages a 60-day period for negotiations, with the possibility of reopening the Strait of Hormuz, a critical artery for global energy trade. Pezeshkian stressed that Iran would continue to follow policies determined by Supreme Leader Ayatollah Ali Khamenei, indicating the institutional limits on presidential diplomacy. Tehran’s position combines willingness for negotiations with insistence on sovereignty and resistance to coercion. Iran also warned neighbouring countries against facilitating renewed U.S. attacks. The underlying logic is that prolonged confrontation damages Iran’s economy while threatening regional and global energy security. A sustainable settlement therefore requires reciprocal concessions, credible security guarantees, diplomacy and avoidance of actions that could trigger another escalation.
2. India–China relations: Ajit Doval’s visit prepares ground for President Xi’s India visit
National Security Adviser Ajit Doval is travelling to China for the 25th round of talks between the Special Representatives on the India-China boundary question and to prepare for a possible visit by Chinese President Xi Jinping to India. The visit comes amid efforts to stabilise bilateral relations after prolonged tensions along the Line of Actual Control. Prime Minister Narendra Modi and President Xi are expected to participate in upcoming diplomatic engagements, while Foreign Minister Wang Yi is also likely to visit India. Doval’s discussions are expected to address border management, confidence-building measures and mechanisms to prevent future confrontations. The central logic is that broader India-China relations cannot sustainably improve without peace and tranquillity along the border. At the same time, both countries have strong economic and multilateral incentives to prevent rivalry from becoming permanent confrontation. The diplomatic stand therefore favours incremental normalisation: maintaining military vigilance while rebuilding political communication, predictability and mutually acceptable frameworks for managing unresolved boundary differences.
