1. GRAP में सख्ती: प्रदूषण नियंत्रण का दायरा सोनीपत तक
दिल्ली-NCR में वायु प्रदूषण से निपटने के लिए Graded Response Action Plan (GRAP) में इस वर्ष महत्वपूर्ण बदलाव किए गए हैं। GRAP-3 लागू होने पर प्रदूषण फैलाने वाले मालवाहक वाहनों को आवश्यक वस्तुएं लाने के नाम पर भी सामान्य छूट नहीं मिलेगी; केवल CNG, electric और अन्य clean-fuel वाहनों को प्रवेश की अनुमति होगी। वाहन संबंधी GRAP-3 प्रतिबंधों का दायरा सोनीपत तक बढ़ाया गया है। वहां भी BS-III petrol, BS-IV diesel और इससे नीचे की श्रेणी के वाहनों पर संबंधित प्रतिबंध लागू होंगे। बड़े construction projects पर भी नियमों का दायरा बढ़ाया गया है। तर्क: NCR का प्रदूषण प्रशासनिक सीमाओं में बंधा नहीं रहता, इसलिए regional coordination जरूरी है। दृष्टिकोण: संशोधित GRAP preventive action को मजबूत करने का प्रयास है। सार: सफलता केवल प्रतिबंधों से नहीं, बल्कि enforcement, cleaner transport और निर्माण-धूल नियंत्रण के प्रभावी क्रियान्वयन से तय होगी।
