The Government of India has launched the Nirbhay Chetna Initiative under the Nirbhaya Raho programme to sensitise nearly 17.5 lakh elected male representatives across the country. The initiative aims to involve men as active partners in promoting women's safety, dignity, and gender equality. It recognizes that achieving gender justice requires behavioural change among community leaders. By educating male representatives on women's rights, legal provisions, and gender-sensitive governance, the programme seeks to create safer and more inclusive communities. This initiative reflects the government's commitment to strengthening grassroots governance and empowering women through collective community participation.

2. About Nirbhay Chetna Initiative

Nirbhay Chetna is a first-of-its-kind national initiative launched under the Nirbhaya Raho programme and funded through the Nirbhaya Fund. It is implemented by the Ministry of Panchayati Raj to promote gender-responsive governance in rural India. The initiative focuses on sensitising elected male representatives about women's safety, gender equality, and legal rights. It encourages Panchayati Raj Institutions to become active agents of social change by promoting awareness, accountability, and inclusive leadership. Through capacity building and community engagement, the programme aims to create respectful attitudes toward women and strengthen gender-sensitive governance at the grassroots level.

3. Objectives

The Nirbhay Chetna Initiative has several important objectives aimed at promoting gender equality and women's empowerment. It seeks to challenge patriarchal attitudes, eliminate gender stereotypes, and encourage equal opportunities for women. The programme increases awareness among elected representatives about women's safety, legal rights, and protection mechanisms. It integrates gender perspectives into Panchayat planning, implementation, and monitoring of development programmes. Another key objective is to mobilise communities by encouraging local leaders to become advocates for women's rights and empowerment. These efforts contribute to creating inclusive governance, safer public spaces, and stronger participation of women in rural development.

4. Target Beneficiaries

The primary beneficiaries of the Nirbhay Chetna Initiative are approximately 17.5 lakh elected male representatives serving in Panchayati Raj Institutions across India. These representatives include members at village, block, and district levels who play a significant role in local governance. By educating and sensitising these leaders about gender equality and women's rights, the programme aims to influence community attitudes and decision-making processes. The initiative believes that involving men in promoting women's safety and empowerment will create lasting behavioural change. Ultimately, women, families, and entire communities benefit from more inclusive and gender-sensitive governance practices.
