UK MARITIME TRADE OPERATIONS (UKMTO) — EYES ON THE SEAS AND MARITIME SECURITY IN THE INDIAN OCEAN REGION

1. What is UKMTO?

• United Kingdom Maritime Trade Operations (UKMTO) is a British maritime-security information and reporting organisation that acts as a trusted contact point for merchant shipping.
• For more than 25 years, it has supplied mariners, shipping companies and regional authorities with verified and corroborated maritime-security information.
• It operates particularly across the Middle East and Indian Ocean Region, where some of the world’s most important energy and trade routes are located.

2. Origin and Purpose

• UKMTO emerged from efforts to improve maritime security and provide assistance during piracy and other threats to commercial shipping.
• Its importance increased significantly during the era of Somali piracy and later during attacks on merchant vessels in the Red Sea, Gulf of Aden, Arabian Sea and Gulf region.
• Its role has gradually expanded from anti-piracy coordination to broader monitoring of missiles, drones, hijacking, boarding, mines, electronic interference and other maritime-security risks.

3. Voluntary Reporting Area

• UKMTO operates a Voluntary Reporting Scheme (VRS) within a designated Voluntary Reporting Area (VRA).
• The zone covers strategically important waters including the Red Sea, Gulf of Aden, Arabian Sea, Gulf of Oman and Persian Gulf, extending across a large part of the western Indian Ocean.
• The scheme is intended to improve security and maintain freedom of navigation for merchant vessels.

4. How the Reporting System Works

• Merchant vessels are encouraged to submit an Initial Report when entering the VRA.
• Ships may then send daily position reports, generally giving location, course, speed and relevant voyage information.
• A Final Report is submitted after leaving the reporting area or reaching port.
• In case of an attack, suspicious activity or emergency, ships can submit an Incident Report, followed by a detailed After Action Report.
• This information helps authorities build maritime situational awareness and coordinate assistance.
