TEN CRITICAL QUESTIONS ON CURRENT GEOPLOITICAL AND NATIONAL ISSUES – 135
1. Why has delimitation become a major test of Indian federalism?
Answer: Delimitation involves two valid democratic principles. First, every citizen’s vote should have broadly equal value. Second, States that successfully controlled population growth should not feel politically punished for doing so. If seats are redistributed only according to current population, faster-growing States may gain substantially while southern States lose relative influence. In my view, India needs a consensual solution rather than a purely numerical one. Increasing the total strength of the Lok Sabha while protecting States from a sharp reduction in their relative representation could be explored. Transparency, Census data and extensive inter-State consultation are essential because delimitation affects the basic political balance of the Union.
