1. Why do terrorist attacks on migrant workers in Jammu and Kashmir have consequences beyond the immediate loss of life?
Answer: Such attacks are designed to create fear, disturb economic activity and weaken social integration. Migrant workers support construction, agriculture and other local industries, but they often live in isolated areas without strong community protection. India’s response should include intelligence-based security, protection of vulnerable work sites and cooperation with local communities. At the same time, counter-terrorism operations must remain precise and lawful. In my view, terrorism succeeds when it creates permanent fear and division. Therefore, the State must protect workers while ensuring that normal economic and social interaction continues.
