The Government of India recently released the School Management Committee Guidelines 2026 to strengthen democratic school governance and implement the goals of National Education Policy 2020 across nearly 15 lakh schools. The guidelines aim to improve community participation, accountability, transparency, and learning outcomes in school education.
School Management Committees (SMCs) were originally introduced under the Right to Education Act 2009 to encourage decentralised school governance, particularly in elementary education. The 2026 guidelines expand their scope from Balvatika to Class XII and replace earlier School Management and Development Committees at the secondary level.
A major feature is strong parental participation, with 75% of members required to be parents or guardians. At least 50% representation for women has been made mandatory, while proportional inclusion of socially disadvantaged groups and parents of children with special needs has also been emphasised. The chairperson and vice-chairperson must come from parent members, while the principal will function as the member secretary.
