Context
On 3 September 2026, Defence Minister Rajnath Singh released the RAKSHA document on Defence Diplomacy in New Delhi. It lays down India’s strategic roadmap for strengthening global defence partnerships over the next 10 years.
Background
India’s defence diplomacy has gradually expanded from military training and exercises to defence exports, technology cooperation, maritime security and capacity building. The new framework seeks to make this engagement more organised and long-term. It also supports India’s wider foreign-policy goals of strategic autonomy, regional stability and a rules-based international order.
