The Pradhan Mantri Matsya Sampada Yojana (PMMSY) is a flagship scheme of the Government of India aimed at transforming the fisheries sector through sustainable development, modern infrastructure, and technological interventions. Recently, the Union Government allocated ₹2,500 crore for the year 2026–27, the highest annual allocation under the scheme so far. The programme was launched on 10 September 2020 as part of the government’s broader Blue Revolution initiative, which seeks to enhance fish production and strengthen India’s marine and inland fisheries economy.
The scheme is implemented by the Department of Fisheries under the Ministry of Fisheries, Animal Husbandry and Dairying. PMMSY is designed as an umbrella programme with a total investment of about ₹20,050 crore, initially planned for the period 2020–2025 and later extended. Its key objectives include increasing fish production to 220 lakh tonnes, boosting fisheries exports to ₹1 lakh crore, and improving the income and livelihoods of fishers and fish farmers.
