Key challenges include rigid procurement rules (GFR), bureaucratic delays, and fragmented regulatory frameworks. To address these, the report proposes the ROPE framework (Removing Obstacles and Promoting Enablers), encouraging flexibility, trust-based governance, and faster approvals. It also emphasizes increasing private sector participation, leveraging CSR funds, and promoting “lab-to-market” transitions through mission-mode R&D.
