The Justice Ranjana Prakash Desai Committee is a high-level panel set up by the Gujarat government in February 2025 to examine the implementation of a Uniform Civil Code (UCC) in the state. Headed by retired Supreme Court judge Justice Ranjana Prakash Desai, the five-member committee also included C. L. Meena, R. C. Kodekar, Dakshesh Thakar, and Gita Shroff. It undertook statewide consultations and reportedly received over 19 lakh suggestions, reflecting an attempt at broad public participation.
The issue of UCC has a long constitutional history. Article 44 of the Constitution, under the Directive Principles of State Policy, urges the State to endeavour to secure a uniform civil code for citizens. However, personal laws on marriage, divorce, succession, and adoption have continued to differ across religious communities. The debate has historically revolved around the balance between equality, gender justice, secularism, and religious freedom. Uttarakhand became the first state to move ahead on this front through a committee also chaired by Justice Desai.
