Background
The legal distinction arises because the Passports Act, 1967 empowers the Government to issue passports or emergency travel documents in exceptional circumstances, including to certain non-citizens or refugees on humanitarian or national interest grounds. Therefore, possession of a passport alone does not legally establish citizenship.
