GOBARdhan Scheme: Transforming India's Organic Waste into Clean Energy and Rural Prosperity

The Union Cabinet has approved GOBARdhan (Galvanising Organic Bio-Agro Resources Dhan), India's National Circular Bioenergy Scheme, with a total outlay of ₹23,731 crore. The scheme will be implemented over 10 years (FY 2026–27 to FY 2035–36) under the Ministry of Petroleum and Natural Gas (MoPNG). It aims to establish Compressed Biogas (CBG) as a major component of India's future energy mix while promoting waste-to-wealth, rural income generation and energy security.

Compressed Biogas (CBG) is a purified and compressed form of biogas that has properties similar to Compressed Natural Gas (CNG). It can be used in transport, industries and commercial establishments or blended with CNG and Piped Natural Gas (PNG). India currently imports around half of its natural gas requirement; therefore, expanding domestic CBG production will reduce import dependence, strengthen energy resilience and support the clean energy transition.

The scheme seeks to increase domestic CBG production nearly ten-fold by 2035–36 through assured demand, stable pricing, capital support, pipeline connectivity, credit support and technology development. It builds upon earlier initiatives such as the SATAT (Sustainable Alternative Towards Affordable Transportation) programme, Market Development Assistance (MDA) for organic manure, Biomass Aggregation Machinery (BAM) Scheme, Development of Pipeline Infrastructure (DPI) Scheme and Central Financial Assistance (CFA) under the National Bioenergy Programme. More than 200 CBG plants have already been commissioned under these initiatives, providing the foundation for large-scale expansion.

A major feature of the scheme is the introduction of a dedicated CBG Offtake Assurance Framework. City Gas Distribution (CGD) entities will procure CBG to meet mandatory blending obligations of 3% in 2026–27, 4% in 2027–28 and 5% from 2028–29 onwards in the CNG (transport) and PNG (domestic) segments. This creates a predictable long-term market and improves project bankability. The government has also introduced a stable administered price of ₹2,110 per MMBtu with a minimum 10-year pricing framework, providing revenue certainty while protecting consumer affordability.

To encourage investment, eligible greenfield CBG projects will receive capital assistance of up to ₹2 crore per tonne per day (TPD) of installed capacity, while brownfield expansion projects are also eligible. The scheme further provides pipeline infrastructure support, credit guarantee mechanisms for MSMEs and a CBG Ecosystem Challenge Fund to strengthen feedstock aggregation and district-level implementation. These measures are expected to accelerate financial closure and attract private developers, cooperatives, MSMEs and rural entrepreneurs.

GOBARdhan is expected to convert agricultural residue, cattle dung, press mud, municipal organic waste and other biomass into clean fuel, organic manure and additional rural income, thereby promoting a circular bioeconomy. It will improve waste management, reduce stubble burning, generate employment, increase farmers' incomes and contribute to India's climate commitments by reducing greenhouse gas emissions and replacing imported fossil fuels with renewable gas.
