1. India’s Carbon Emissions Below Global Average — Climate Justice and Development
Prime Minister Narendra Modi, speaking at an international environmental conference organised with the National Green Tribunal, argued that the burden of climate responsibility has often been disproportionately placed on developing countries. He stated that India’s per-capita carbon emissions are less than half the global average, while developed countries emit substantially more per person. He presented India’s approach as combining economic development with renewable energy, clean mobility, water conservation and sustainable agriculture. (Prime Minister of India) The underlying issue is climate justice: developing economies argue that responsibility should reflect historical emissions, per-capita emissions and differing developmental needs, while climate policy also requires all major emitters to accelerate present-day decarbonisation. India therefore seeks policy space for development while expanding non-fossil energy, including nuclear power. The key challenge is converting commitments into measurable reductions without compromising energy access and economic growth. Gist: India’s climate position links sustainability with the principle of Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC).
