1. Supreme Court calls for enduring reforms in the NTA
The Supreme Court stressed that reforms in the National Testing Agency (NTA) must be institutional and enduring rather than a temporary response to examination controversies. Hearing petitions arising from alleged irregularities in NEET-UG, the Court questioned whether repeated committees merely replace earlier panels without ensuring implementation. It referred to recommendations of the K. Radhakrishnan Committee and emphasised the need for a permanent institutional mechanism capable of continuously reviewing examination systems. The logic is that recurring failures cannot be solved through episodic crisis management; examination integrity requires secure technology, transparent procedures, accountability, trained personnel and regular audits. The Centre stated that reforms under the Public Examinations (Prevention of Unfair Means) Act, 2024 and related measures were being pursued. The Court’s stand favours structural solutions over “knee-jerk” reactions. For governance, the larger lesson is that competitive examinations involve millions of candidates and therefore require credible, professional institutions whose processes minimise leaks, manipulation and avoidable litigation.
