1. UPI Payments above ₹2,000 and the 0.4% Merchant Fee
From October 15, merchants will pay a 0.4% charge on certain UPI transactions above ₹2,000, according to the report, while person-to-person transfers and transactions involving small merchants will remain exempt. The charge, termed a Merchant Discount Rate (MDR), is intended to compensate banks and payment-system participants for maintaining digital-payment infrastructure. A flat ₹5 MDR is indicated for some sectors such as railways, telecom, insurance, fuel and agriculture inputs, while the general charge is capped at ₹300. The government has advised banks not to pass this cost on to customers. The policy reflects the tension between maintaining UPI as a low-cost public digital infrastructure and creating a financially sustainable ecosystem for banks and payment providers. The larger policy question concerns who should bear the cost of digital public infrastructure. The approach attempts to protect small merchants and ordinary P2P users while shifting part of the cost towards higher-value commercial transactions.
2. India’s Goods Exports Surge and Trade Deficit Narrows
India’s merchandise exports reportedly grew by 26% in August 2026, helping narrow the merchandise trade deficit despite continued growth in imports. Exports rose to about $43.8 billion, while imports increased to approximately $70.7 billion. The merchandise trade deficit consequently declined to roughly $26.9 billion from $31.6 billion in July. The Commerce Ministry attributed the export performance partly to India’s expanding presence in global markets and diversification of demand. Merchandise exports were reported to have increased faster than imports both in value and volume. However, the broader external-sector picture requires attention to services trade, oil prices, exchange-rate movements and global demand conditions. Strong exports improve foreign-exchange earnings, support domestic production and reduce pressure arising from import dependence. Yet one month’s performance does not necessarily establish a durable trend. The development highlights the importance of export competitiveness, market diversification, logistics efficiency and value-added manufacturing for strengthening India’s external economic resilience.
