1. U.S. report alleges India helps China evade tariffs
A White House report has identified India among more than 40 countries through which Chinese traders allegedly route goods to the United States to circumvent American tariffs. It specifically identifies the “Pune-Gujarat-Chennai” belt as one of the areas allegedly enabling such trade. The report describes “third-country transshipment”, in which Chinese goods may undergo limited assembly, finishing, repackaging or relabelling elsewhere before entering the U.S. as products of another origin. It estimates that $28 billion in tariff revenue was lost globally in 2025 through such practices, naming several Asian and European economies. The underlying economic logic is tariff arbitrage: large differences in duties create incentives to alter the apparent origin of products. However, the report itself acknowledges that illegal transshipment can be embedded within legitimate trade flows, making enforcement complex. India therefore needs robust rules-of-origin verification, customs intelligence and supply-chain traceability while ensuring that legitimate manufacturing and value addition are not indiscriminately treated as tariff evasion.
2. Uttarakhand hydropower tunnel tragedy and infrastructure safety
A sudden surge of water and debris inside an under-construction hydropower tunnel in Uttarakhand killed seven workers, injured 12 and left three trapped, according to the report. The tunnel forms part of a THDC India project in the Pipalkoti area of Chamoli district. Rescue operations involving the State Disaster Response Force, National Disaster Response Force, Indo-Tibetan Border Police and other agencies continued under difficult conditions, including accumulated debris and poor visibility. The accident raises deeper questions regarding occupational safety and risk assessment in large infrastructure projects located in the fragile Himalayan region. Workers reportedly had little time to react when water entered the tunnel, highlighting the importance of early-warning systems, evacuation protocols and emergency exits. The logical policy position is that such deaths cannot be dismissed as unavoidable accidents. Hydropower and tunnel projects require stronger geological assessment, independent safety audits, disaster preparedness and accountability of contractors and authorities, particularly as extreme rainfall increasingly magnifies Himalayan infrastructure risks.
