1. दिल्ली का जलभराव और शहरी प्रशासन की विफलता
तेज बारिश के कुछ घंटों बाद दिल्ली की सड़कें, कॉलोनियां और एयरपोर्ट मार्ग जलमग्न हो गए। महिपालपुर, NH-48, पालम, मंगोलपुरी, रोहिणी, नरेला और बदरपुर सहित कई क्षेत्रों में यातायात बाधित हुआ। दो दिनों में जलभराव और जाम से संबंधित 200 से अधिक शिकायतें मिलीं, जबकि पेड़ और शाखाएं गिरने की घटनाएं भी सामने आईं। PWD ने कई स्थानों पर 10-30 मिनट में पानी निकालने का दावा किया, पर बार-बार होने वाला जलभराव बताता है कि समस्या केवल असाधारण वर्षा नहीं, बल्कि अवरुद्ध नालों, अनियोजित निर्माण और एजेंसियों के कमजोर समन्वय से जुड़ी है। हर बारिश के बाद पंप लगाना स्थायी समाधान नहीं है। दिल्ली को नालों का डिजिटल मानचित्र, वर्षा-जल निकासी का वैज्ञानिक ऑडिट और प्राकृतिक जलाशयों का संरक्षण चाहिए। जिम्मेदार एजेंसी और अधिकारी पहले से तय होने चाहिए। जलवायु परिवर्तन से तीव्र वर्षा बढ़ने की संभावना को देखते हुए शहरी नियोजन को ऐतिहासिक औसत के बजाय भविष्य के जोखिम के अनुरूप बनाना होगा।
