1. गाड़ी से प्रदूषण पर सख्ती: जुर्माना माफी नहीं
दिल्ली–एनसीआर में वायु प्रदूषण की गंभीर स्थिति को देखते हुए सरकार ने वाहनों के PUC (Pollution Under Control) प्रमाणपत्र को लेकर सख्त रुख अपनाया है। PUC न होने पर ₹10,000 का चालान तय है और इसे लोक अदालत के माध्यम से माफ कराने की प्रवृत्ति पर सरकार अंकुश लगाना चाहती है। तर्क यह है कि जुर्माने की ढील से प्रदूषण नियंत्रण का उद्देश्य विफल हो जाता है और वाहन मालिक लापरवाह बने रहते हैं। सरकार का स्पष्ट स्टैंड है कि स्वास्थ्य आपातकाल जैसे हालात में कानून का सख्ती से पालन आवश्यक है। पर्यावरण मंत्री ने संकेत दिए हैं कि यदि जरूरत पड़ी तो कानूनी स्तर पर भी बदलाव किए जाएंगे। सार रूप में, यह कदम दंडात्मक से अधिक निवारक है, ताकि नागरिक वाहन रखरखाव को गंभीरता से लें और प्रदूषण नियंत्रण को सामूहिक जिम्मेदारी समझें।
