1. दिल्ली का नया शीतकालीन प्रदूषण नियंत्रण प्लान
दिल्ली सरकार ने सर्दियों में बढ़ने वाले वायु प्रदूषण से निपटने के लिए पहले से ही चार माह का विंटर एक्शन प्लान घोषित किया है। इसके तहत 1 नवंबर से 28 फरवरी तक ग्रेडेड रिस्पॉन्स एक्शन प्लान (GRAP) के नियम स्वतः लागू रहेंगे। पहले प्रदूषण स्तर बढ़ने पर ही प्रतिबंध लागू किए जाते थे, जिससे नागरिकों और उद्योगों में अनिश्चितता बनी रहती थी। अब सरकार ने पूर्व-नियोजित व्यवस्था अपनाई है तथा 10 दिसंबर से 20 जनवरी के बीच अतिरिक्त प्रतिबंध लगाने की संभावना भी जताई है। इस पहल का तर्क यह है कि प्रदूषण नियंत्रण केवल आपातकालीन प्रतिक्रिया नहीं बल्कि पूर्व-तैयारी आधारित नीति होना चाहिए। संपादकीय दृष्टि से यह सकारात्मक कदम है क्योंकि इससे नागरिकों, निर्माण एजेंसियों और उद्योगों को पहले से तैयारी का अवसर मिलेगा। घटना का सार यह है कि प्रदूषण नियंत्रण में वैज्ञानिक योजना, प्रशासनिक निरंतरता और जनभागीदारी तीनों की समान भूमिका है।
