1. Kulgam Terror Attack: Migrant Workers Become Soft Targets
The killing of two migrant workers, Deepak Ratre and Bhupinder Bhaina from Chhattisgarh, at a brick kiln in Kulgam has renewed concerns over targeted terrorism in Kashmir. Security agencies are examining a possible link with The Resistance Front (TRF), described by police as a shadow organisation of Lashkar-e-Toiba. The attack prompted a massive cordon-and-search operation and a high-level security review by Lieutenant Governor Manoj Sinha. Employers have been asked to register migrant workers with local authorities, provide insurance and review security SOPs. The logic behind such targeted attacks appears to be creating fear among non-local workers and challenging the narrative of improving normalcy without necessarily mounting large-scale terror operations. Migrant labourers are economically indispensable to Kashmir’s construction, agriculture and brick-kiln sectors. The broader stand is that counter-terrorism must combine precise operations with protection of vulnerable civilians. The gist is that security policy must protect livelihood mobility and social integration, not merely physical territory.
