1. Election Commission's SIR Affidavit: Electoral Integrity and Institutional Accountability
The Election Commission of India (ECI) submitted an affidavit to the Supreme Court defending the legality and procedure of the Special Intensive Revision (SIR) of electoral rolls. The Commission maintained that its major decisions were unanimous and that observations or questions raised by individual Election Commissioners did not constitute formal decisions. The controversy arose after reports revealed internal objections concerning online voter-registration procedures and access to electoral databases. Background: Electoral roll revision aims to ensure that eligible citizens are registered and inaccurate entries are corrected. ECI's stand: Form 6 had not been legally amended; an additional declaration was introduced for the SIR process. Concern: Digital procedures must not restrict the statutory powers of Electoral Registration Officers or affect eligible voters unfairly. Constitutional significance: Article 324 gives the Election Commission responsibility for supervising elections. Gist: Electoral integrity requires transparent decision-making, reliable digital systems, effective appeal mechanisms and public confidence in the Commission's independence.
