1. Jharkhand High Court Stays Cancellation of Civil Services Exams and Appointments

The Jharkhand High Court stayed the state government’s decision to cancel the 11th–13th Combined Civil Services examinations and directed reinstatement of 342 officers who had already joined service. The government had cancelled 22 recruitment examinations after a 26-day student agitation over alleged irregularities. Around 3.5 lakh candidates had appeared for the civil-services examination, 7,011 qualified for the mains and 342 ultimately received appointments. The Court stressed that a regular appointment cannot be terminated without following the principles of natural justice, especially when authorities have not established which individual candidates were involved in wrongdoing. The logic is that the state must investigate examination corruption but cannot impose collective punishment on successful candidates merely to resolve political pressure. The case demonstrates the tension between systemic examination integrity and acquired employment rights. The gist is that recruitment reform must identify actual beneficiaries of malpractice through evidence; blanket cancellation should be a last resort when the entire examination process is demonstrably compromised.
