1.     Government suffers first major legislative defeat over amended women’s quota Bill

The most significant political development is the defeat of the Constitution (131st Amendment) Bill, 2026 in the Lok Sabha. The Bill sought to operationalise 33% reservation for women in an expanded Lok Sabha and state Assemblies while also facilitating delimitation. It failed because, though 298 MPs voted in favour and 230 against, a constitutional amendment required a two-thirds majority of members present and voting. The logic of the government was to combine women’s reservation with a broader restructuring of representation so that no state would formally lose seats. The Opposition’s stand was that this was not a straightforward women’s reservation measure but a vehicle to redraw the electoral map. The gist is that a politically powerful rights-based proposal collapsed because its institutional packaging was mistrusted. The outcome marks the first major legislative loss for the Modi government since 2014 and signals that constitutional politics now requires broader consensus than before.
