1. GST Council Approves Major Reforms — Towards Trust-Based Tax Administration
The 57th GST Council meeting approved significant reforms aimed at simplifying compliance and reducing the criminalisation of tax administration. The Council recommended removing tax officers' arrest powers at the pre-prosecution stage, increasing the prosecution threshold from ₹1 crore to ₹5 crore, and introducing a minimum threshold of ₹10,000 for show-cause notices. It also recommended faster refunds, reduced penalties and simplified procedures for honest taxpayers. Most recommendations are scheduled to take effect on 1 April 2027. Logic: Excessively intrusive tax enforcement can discourage investment, increase litigation and weaken confidence in government institutions. However, organised tax evasion still requires effective deterrence. Stand: Finance Minister Nirmala Sitharaman emphasised that tax processes should treat businesses as trustworthy while retaining prosecution for genuine criminality. Gist: The reforms represent a transition from coercive tax administration towards risk-based enforcement, procedural fairness, voluntary compliance and ease of doing business. Their success will depend on implementation and effective fraud detection.
