1. India’s Emerging Role in Russia–Ukraine Peace Efforts
External Affairs Minister S. Jaishankar said India has moved “beyond advocacy” and become somewhat more involved in efforts to end the Russia–Ukraine war. India has been talking to both Moscow and Kyiv on Black Sea shipping safety, grain and energy exports, and possible arrangements for avoiding attacks. Ukraine’s Foreign Minister had recently described India’s proposal as broad and comprehensive. Jaishankar reiterated India’s position that the conflict ultimately requires dialogue, diplomacy and negotiations. He also explained that India’s historically close relationship with Russia has evolved into a wider partnership involving defence, nuclear energy, space, trade, investment and resources. Logic: India can maintain strategic autonomy while engaging both sides rather than entering rigid geopolitical blocs. Gist: India appears to be moving cautiously from advocating negotiations towards issue-specific diplomatic facilitation, potentially strengthening its role as an independent bridge between competing powers.
2. Electoral Rolls, Universal Adult Suffrage and the Right to Vote
Supreme Court judge Justice Ujjal Bhuyan, speaking amid controversy over revision of electoral rolls, said that any process resulting in the wholesale disenfranchisement of Indian citizens would be intrinsically arbitrary and contrary to the constitutional order. He described separating citizenship from voting rights as akin to removing the “soul from the body”. Justice Bhuyan connected universal adult franchise to Articles 325 and 326: Article 325 provides for a general electoral roll without exclusion solely on religion, race, caste or sex, while Article 326 establishes adult suffrage for parliamentary and State Assembly elections, subject to specified legal disqualifications. Logic: political equality becomes meaningful only when eligible citizens can actually participate in choosing governments. Gist: electoral-roll accuracy and exclusion prevention must operate together. For UPSC, the issue demonstrates how universal adult suffrage, equality and free and fair elections form interconnected foundations of constitutional democracy.
