TEN CRITICAL QUESTIONS ON CURRENT GEOPLOITICAL AND NATIONAL ISSUES – 201
Q1. How should an administrator balance the right to peaceful protest with the need to maintain law and order?
Answer: Sir/Ma'am, peaceful protest is an essential feature of democracy, but maintaining public order is also the responsibility of the administration. Articles 19(1)(a) and 19(1)(b) protect freedom of expression and peaceful assembly, subject to reasonable restrictions. The reported Supreme Court intervention concerning Delhi protests highlights this balance. As an administrator, I would communicate with protest organisers, assess genuine security risks and avoid unnecessary restrictions on public transport or internet services. Any detention must follow lawful procedures. My view is that public order should protect democratic participation, not suppress it. The best administration maintains security while respecting citizens' constitutional rights.
Q2. Should India reject international criticism of its human-rights record as interference in its sovereignty?
