TEN CRITICAL QUESTIONS ON CURRENT GEOPLOITICAL AND NATIONAL ISSUES – 200
Q1. How should an administrator balance the right to peaceful protest with the responsibility to maintain public order?
Answer: Sir/Ma'am, peaceful protest is an important part of democracy, while maintaining public order is an essential responsibility of the administration. Articles 19(1)(a) and 19(1)(b) protect freedom of expression and peaceful assembly, subject to reasonable restrictions. The reported detentions during demonstrations in Delhi highlight this difficult balance. As an administrator, I would assess specific security risks, communicate with organisers and prefer targeted restrictions over blanket prohibitions. I would also protect essential transport and emergency services. My view is that disagreement should not automatically be treated as a security threat. Administrative action must be lawful, necessary, proportionate and accountable.
