TEN CRITICAL QUESTIONS ON CURRENT GEOPLOITICAL AND NATIONAL ISSUES – 151
1. How can electoral rolls be cleaned without risking wrongful disenfranchisement?
Answer: Electoral rolls must remove deceased, duplicate or ineligible voters because inaccurate rolls weaken electoral credibility. However, the Uttarakhand controversy shows the opposite danger—bulk Form 7 applications can potentially remove genuine voters. Reports even suggest that some individuals denied filing applications attributed to them. In my view, roll purity and voter inclusion are equally important. No deletion should occur automatically. The Election Commission should verify the applicant, notify the affected voter, provide an opportunity to respond and maintain an auditable digital trail. Electoral integrity means preventing both fraudulent inclusion and wrongful exclusion from democracy.
