TEN CRITICAL QUESTIONS ON CURRENT GEOPLOITICAL AND NATIONAL ISSUES – 150
1. Is an expanded MGNREGA a “freebie”, or should it be seen as a rights-based welfare measure?
Answer: I would not describe MGNREGA simply as a freebie because payment is linked to work performed. The Supreme Court has emphasised that it creates a statutory entitlement to employment and contributes to dignity, livelihood security and rural economic stability. The revised framework increases guaranteed employment from 100 to 125 days. However, expanding entitlements must be supported by adequate financing, timely wage payments and administrative capacity. In my view, good welfare should combine rights with responsibility. The real question is not whether the State should support vulnerable citizens, but whether the programme creates productive assets and durable livelihood security.
2. How should democratic governments balance public order with the right to protest?
Answer: The State has a legitimate responsibility to prevent violence and maintain public order, but the force used must remain necessary and proportionate. The controversy over alleged pellet-gun use during protests is serious because such weapons can cause permanent injuries, including eye damage. The Indian Express also reports an FIR concerning pellet injuries and stresses command responsibility. In my view, policing should distinguish peaceful protesters from violent individuals. Potentially disabling weapons should face strict operating protocols, and allegations of excessive force require independent investigation. Public order and civil liberty are complementary objectives in a constitutional democracy.
