TEN CRITICAL QUESTIONS ON CURRENT GEOPLOITICAL AND NATIONAL ISSUES – 149
1. Should an entire recruitment examination be cancelled if malpractice is found only among some candidates?
Answer: In my view, blanket cancellation should be the last resort. The Jharkhand High Court stayed the cancellation of civil-services examinations and ordered reinstatement of 342 officers, stressing that regular appointments cannot be terminated without natural justice when individual wrongdoing has not been established. The State must certainly investigate paper leaks and corruption, but collective punishment can harm thousands of honest candidates. A better approach is forensic investigation, identification of actual beneficiaries and individual action. Examination integrity and candidates’ rights are complementary: a credible recruitment system must punish malpractice without sacrificing innocent candidates merely because blanket cancellation is administratively easier.
2. How should universities balance special protection against caste discrimination with equal protection for every student?
