TEN CRITICAL QUESTIONS ON CURRENT GEOPLOITICAL AND NATIONAL ISSUES – 141
1. How should India balance regulation of foreign funding with the democratic role of civil society?
Answer: Foreign funding must be regulated because money laundering, foreign political influence and national-security risks are genuine concerns. However, NGOs also contribute significantly in health, education, disaster relief and social welfare. Therefore, regulation should not become a tool for arbitrary control. Referral of the Amendment Bill to a JPC is useful because wider consultation can improve legislation. National security and civil liberties should be treated as complementary objectives rather than opposing choices.
