TEN CRITICAL QUESTIONS ON CURRENT GEOPLOITICAL AND NATIONAL ISSUES – 140
1. Why is sending the FCRA Amendment Bill to a Joint Parliamentary Committee a significant democratic step?
Answer: Referral to a JPC allows detailed clause-by-clause scrutiny, expert testimony and consultation with affected groups before a law is finalised. This is important because the Bill affects NGOs, charities, religious institutions and organisations receiving foreign funds. The government has legitimate concerns about sovereignty, transparency and misuse of funds, but broad discretionary powers can also create uncertainty and fear. In my view, the JPC route is useful because it can separate genuine regulatory needs from excessive control. Good law-making should combine national security with proportionality, legal predictability and judicial review.
2. What does the renewed Cauvery dispute tell us about cooperative federalism?
