The Government of Rajasthan recently approved a major policy shift by removing the “two-child norm” as a qualification requirement for contesting elections to local bodies and Panchayati Raj institutions. The decision was taken by the state cabinet under the leadership of Bhajan Lal Sharma, which considered the rule outdated in the present demographic context. The change will be implemented through amendments to the Rajasthan Panchayati Raj Act, 1994 and the Rajasthan Municipalities Act, 2009.
The two-child norm had been introduced in the 1990s as a population control measure. It disqualified individuals with more than two children from contesting elections to local self-government institutions such as Gram Panchayats, Panchayat Samitis, Zila Parishads, and Municipal bodies. Similar rules were adopted by several states to encourage smaller families and support national population stabilization goals.
