Context
The Delhi Cabinet has approved the PARIVARTAN Scheme, a flagship initiative of the Central Government aimed at reducing transport-related air pollution in the National Capital Region (NCR). The scheme encourages the replacement of old, highly polluting commercial vehicles with cleaner and more efficient alternatives through financial incentives.
History of the Issue
Delhi-NCR has consistently recorded some of the highest levels of air pollution in the world, particularly during winter. A significant share of particulate matter (PM2.5 and PM10) emissions originates from ageing commercial vehicles, especially diesel trucks and buses. To improve urban air quality and modernise the commercial transport fleet, the Government approved the PARIVARTAN Scheme on 3 June 2026, followed by operational guidelines issued by the Ministry of Housing and Urban Affairs (MoHUA) on 16 July 2026. The Delhi Cabinet approved its implementation on 20 July 2026.
