Kuril Islands Dispute: Russia–Japan Territorial Tensions
Why in News
Russian President Vladimir Putin visited Iturup Island on 13 August 2026, marking his first visit to the Russia-administered Kuril Islands claimed by Japan. Japan lodged a strong diplomatic protest, while Russia rejected Tokyo’s objections and reaffirmed its sovereignty over the islands.
Geographical Importance
The Kuril Islands are a volcanic island chain extending between Russia’s Kamchatka Peninsula and Japan’s Hokkaido. They separate the Sea of Okhotsk from the Pacific Ocean. The dispute mainly concerns the four southern islands—Iturup/Etorofu, Kunashir/Kunashiri, Shikotan and the Habomai islets. Russia administers them as part of Sakhalin region, while Japan calls them its Northern Territories.
Historical Background
The dispute has roots in nineteenth-century treaties. Under the Treaty of Shimoda, 1855, the boundary was drawn between Iturup and Urup. In 1875, Japan obtained control over the Kuril chain while Russia gained full control over Sakhalin. In 1945, Soviet forces occupied the southern islands during the closing stages of World War II. Japan and Russia have consequently never concluded a formal post-war peace treaty.
Stand of Russia and Japan
Japan maintains that the four islands are an inherent part of Japanese territory and were not legally surrendered as part of the Kuril chain. Russia argues that its sovereignty arose legitimately from the outcome of World War II. The 1956 Soviet-Japanese Joint Declaration envisaged transfer of Shikotan and Habomai after conclusion of a peace treaty, but the arrangement was never implemented.
Strategic Significance
The islands provide Russia strategic access from the Sea of Okhotsk to the Pacific, support its Pacific Fleet and possess valuable fisheries and mineral resources. Their military importance has increased as Russia strengthens its Far Eastern defence infrastructure.
Current Status
Relations worsened sharply after Japan imposed sanctions on Russia following the 2022 Ukraine invasion. Moscow suspended peace-treaty negotiations, while Japan retained its territorial claim. Putin’s 2026 visit and subsequent military activity have further hardened positions, making an early settlement unlikely.

Answer: It shows that territorial disputes can continue for generations if they become tied to national identity and military security. India should therefore combine firmness on sovereignty with steady diplomacy. It should avoid letting every dispute block cooperation in other fields. Strategic patience, dialogue and practical arrangements are often more useful than public confrontation.
