India's Ethanol Blending Programme: Balancing Energy Security with Water, Sustainability and Economic Efficiency

Introduction
India has emerged as one of the world's fastest-growing biofuel economies through its Ethanol Blended Petrol (EBP) Programme. Ethanol blending has increased from about 1.5% in 2013-14 to nearly 20% in 2025, making India one of the few countries to achieve such rapid expansion. The programme supports Atmanirbhar Bharat, reduces crude oil imports, improves farmers' incomes and contributes to climate goals. However, as India moves towards higher ethanol blends, issues relating to water use, sustainability, food security and long-term economic efficiency require equal attention.
I. History, Background, Composition and Production
India launched the National Policy on Biofuels (2009), which was comprehensively revised in 2018 and amended in 2022. Initially, ethanol was produced mainly from C-heavy molasses, a by-product of sugar manufacturing. Subsequently, the Government permitted production from B-heavy molasses, sugarcane juice, damaged food grains, surplus rice held by the Food Corporation of India (FCI), maize and other approved feedstocks.
The Government advanced the target of achieving 20% ethanol blending (E20) from 2030 to 2025-26. According to official data, annual ethanol supply has increased from about 38 crore litres in 2013-14 to around 700 crore litres by 2025, reflecting one of the fastest expansions of biofuel production globally.
II. Necessity of Ethanol Blending
India imports nearly 85% of its crude oil requirement, making energy security a strategic concern. Ethanol blending serves several important objectives.
It reduces dependence on imported petroleum, lowers the country's import bill and improves the trade balance. It provides an additional market for sugarcane and grain farmers, helping stabilise agricultural incomes. Ethanol also supports India's commitments under the Paris Agreement by reducing greenhouse gas emissions. Higher octane value improves combustion efficiency, while domestic biofuel production strengthens resilience against global oil price shocks arising from geopolitical crises.
III. Domestic Economic and Political Consequences
The Ethanol Blending Programme has generated substantial economic benefits.
Sugar mills have diversified their revenue sources while reducing excess sugar stocks. Farmers receive more stable demand for sugarcane and maize. Rural investments in distilleries, logistics and storage have generated employment and encouraged agro-industrial development.
However, important domestic concerns remain. Sugarcane is among India's most water-intensive crops, requiring approximately 1,500–2,500 mm of water during cultivation. Studies by CACP and NITI Aayog indicate that producing one litre of sugarcane ethanol may require roughly 2,000–3,500 litres of water, depending upon agro-climatic conditions. Large subsidies on electricity and fertilisers may also encourage inefficient groundwater extraction and excessive resource use.
There are also concerns regarding diversion of food grains for fuel production during years of lower agricultural output.
IV. Geopolitical Implications
Ethanol blending strengthens India's strategic autonomy by reducing dependence on imported crude oil from politically unstable regions, particularly West Asia. Lower oil imports improve India's current account balance and reduce vulnerability to disruptions such as conflicts around the Strait of Hormuz.
The programme also supports India's commitments under the Global Biofuel Alliance, launched during India's G20 Presidency, positioning the country as a global leader in sustainable biofuel technologies.
V. Technical Challenges and Contradictions
Despite its advantages, ethanol presents several technical challenges.
Ethanol contains lower energy density (about 21 MJ/litre) compared with petrol (about 32 MJ/litre), resulting in slightly lower fuel economy under similar driving conditions. Ethanol absorbs moisture and can corrode older engines, fuel lines and rubber components.
To address these issues, the Government has mandated that vehicles manufactured from April 2023 onwards should be E20-compatible. Nevertheless, millions of older vehicles continue to require lower ethanol blends, necessitating consumer awareness and continued fuel choice.
Environmental benefits also vary depending upon production methods. Efficient sugarcane ethanol using bagasse-based energy may reduce life-cycle emissions by 50–70%, whereas grain-based ethanol generally achieves lower reductions.
VI. Way Forward
India's ethanol strategy should increasingly emphasise sustainability rather than blending targets alone. Greater investment is needed in second-generation (2G) ethanol produced from agricultural residues such as rice straw, bamboo and other non-food biomass, thereby reducing pressure on food crops and water resources.
Future policy should promote transparent life-cycle carbon accounting, efficient irrigation technologies, crop diversification, precision agriculture and rational pricing of water and energy. Technology-neutral incentives, region-specific feedstock planning and improved research into advanced biofuels should complement existing initiatives.
A balanced approach that integrates energy security, environmental sustainability, water conservation, farmer welfare and economic efficiency will enable ethanol to become a durable pillar of India's clean energy transition while supporting the vision of Viksit Bharat 2047.
