Background

The 26/11 Mumbai terrorist attacks exposed vulnerabilities in coastal security, leading to significant reforms. With increasing port automation, container traffic, and cyber risks, India required a specialised institution similar to the Bureau of Civil Aviation Security (BCAS) to oversee port security comprehensively.
