The Delhi Cabinet has approved the Delhi Jan Vishwas (Amendment of Provisions) Bill, 2026, aimed at decriminalising minor offences and converting them into civil penalties. According to the Chief Minister’s Office, Chief Minister Rekha Gupta stated that the Bill is intended to make both business operations and everyday life easier, while simultaneously reducing the burden on courts by eliminating criminal prosecution for minor regulatory violations.
The Bill is scheduled to be introduced and passed in the Winter Session of the Delhi Legislative Assembly, commencing on January 5. It brings several Delhi-specific legislations within its ambit, including laws governing industrial development and maintenance, shops and establishments, bed-and-breakfast establishments, agricultural produce markets, the Delhi Jal Board, professional colleges, and diploma-level technical education institutions.
