AppCoMS 2.0: Upgraded Portal for RTI Appeals and Complaints
Current Context
The Central Information Commission (CIC) launched the upgraded Appeal and Complaint Management System (AppCoMS 2.0) on 17 August 2026 in New Delhi. It was launched by Chief Information Commissioner Raj Kumar Goyal. The portal is designed to improve the digital processing of Second Appeals and Complaints under the Right to Information Act, 2005.
Background
The original AppCoMS was introduced by the CIC in September 2016 to allow citizens to file RTI-related second appeals and complaints online. It gradually enabled digital processing of cases, including registration, hearing schedules, notices and decisions. AppCoMS 2.0 represents a technological upgrade with better security, functionality and workflow management.
Salient Features
The upgraded portal provides dedicated accounts linked to mobile numbers and email IDs for applicants, CPIOs and other stakeholders. Citizens can file cases, view case timelines, access documents and download hearing notices and decisions. CPIOs can submit written statements and case documents online. The system also supports Digital Signature Certificates (DSCs) for authenticated notices and orders.
India’s Approach and Significance
AppCoMS 2.0 reflects the Government of India’s wider emphasis on Digital Governance, transparency and citizen-centric administration. Digitisation can reduce paperwork, improve case tracking and make interactions between citizens, public authorities and the CIC more efficient. However, technology must be accompanied by adequate staffing and timely decision-making to meaningfully reduce pendency.
Current Status
The upgraded portal became operational on 17 August 2026, and online services have been restored. The CIC is also uploading decisions issued during the transition period. The platform can strengthen the RTI system by making appellate procedures more accessible, traceable and transparent.

1. Can a digital portal like AppCoMS 2.0 actually strengthen the Right to Information system?
Yes, if it makes filing, tracking and hearing of cases easier. Citizens can follow their appeals without repeated visits or paperwork. But technology alone is not enough. The CIC must also have enough staff and timely hearings. A fast portal with slow decision-making will not fully solve the problem.
2. How can AppCoMS 2.0 improve transparency and accountability in public administration?
The portal creates a clear digital record of filing, notices, documents and decisions. This makes it harder for files to be misplaced or delayed without explanation. Citizens can track progress directly. It can also make public authorities more careful because their replies and case records become easier to review.
3. What problems may arise from making the RTI appeal process more digital?
The main concern is the digital divide. Many citizens may not have good internet access, digital skills or reliable devices. Elderly and rural applicants may face more difficulty. Therefore, digital filing should improve access, not replace offline options. Help centres and simple interfaces are also important.
4. Will AppCoMS 2.0 automatically reduce the pendency of RTI appeals?
Not automatically. It can reduce administrative delays through faster registration, scheduling and document exchange. But pendency also depends on the number of Information Commissioners, quality of case preparation and speed of hearings. Technology improves the process, but institutional capacity still decides how quickly cases are finally disposed of.
5. As a district administrator, how would you use the idea behind AppCoMS 2.0 to improve governance?
I would apply the same principle to local grievance systems. Citizens should be able to file complaints, upload documents, track status and receive clear timelines. Officers should have responsibility for each stage. I would also review pending cases regularly. Digital systems work best when technology is combined with clear accountability and human support.
