10-Minute Modern Ambulance Plan

The Government of India has proposed an ambitious “10-Minute Modern Ambulance Plan” to significantly reduce fatalities caused by road accidents. Announced by the Union Ministry of Road Transport and Highways, the initiative seeks to ensure that specialised ambulances reach accident victims within ten minutes, thereby maximising the life-saving potential of the golden hour—the critical first 60 minutes following traumatic injury.

India continues to face a grave road safety challenge. Nearly 5 lakh road accidents occur annually, resulting in around 1.8 lakh deaths, with a disproportionate impact on the economically productive age group of 18–45 years. High-speed national highways account for a large share of fatalities, and behaviours such as overspeeding, non-use of helmets and seatbelts significantly worsen injury outcomes. Regional hotspots and rural highway stretches further compound the problem due to delayed medical response.

The proposed plan introduces performance-linked federalism by reimbursing ambulance operational costs to states only if the 10-minute response benchmark is met. These are not conventional ambulances; they are modern, specialised rescue vehicles equipped for complex operations such as extricating victims from deep gorges or mangled vehicles. The initiative will be integrated with a single, centralised emergency helpline, ensuring seamless dispatch and real-time coordination across states.
